This is an evaluation of the second phase of the Illinois Supreme Court's court-annexed mandatory arbitration program in Cook County for Municipal Department ("M") cases filed in 1993. Questions addressed in the report include: attorney and arbitrator satisfaction; types of case and disposition time frames; and characteristics distinguishing successfully arbitrated cases.
