Under these rules, all civil cases in which the amount in controversy is $50,000 or less shall be submitted to a board of arbitrators to be heard. The court shall maintain three separate lists of attorneys qualified to serve as arbitrators, separated by the length of time they have held bar membership, and the board of arbitrators shall be appointed from these lists. The rules outlines procedures for conducting arbitration, including the scheduling of sessions, arbitrator compensation, payment of costs, admissibility of evidence, filing of reports and awards, and conduct for appeals and trials de novo.
